CRIMINAL INVESTIGATION DEPARTMENT (CID)

The Corps of Detectives was established during the year 1974 by the Government of Karnataka vide order No: HD 229/PEO/73 dated 15-04-1974. The nomenclature was changed by the Government vide Order No: OE/127/COD/2008 dated 03-06-2009 as Criminal Investigation Department. It was further re-organized vide Order No: HD 04 POP 2013 dated 12-02-2013. Government Order

The Government has established Criminal Investigation Department to investigate important major cases, economic and financial offences which would require special knowledge of both law and investigation and achieve maximum result in detection of crimes, thereby instilling confidence and good faith among the public in police administration.

   (I) ORGANISATION :

    (i) The Criminal Investigation Department comprises of the following branches:

  1. Criminal Investigation Department
  2. Economic Offences Wing
  3. CID-Forest Cell

(ii) The Criminal Investigation Department is headed by an officer of the rank of Director General of Police who is assisted by officers of the rank of Additional Director General of Police / Inspector General of Police, Deputy Inspector General of Police and officers of other ranks. This organisation is under the overall administrative control of the Director General and Inspector General of Police, Karnataka State.

(iii) The Addl. Director General of Police/Inspector General of Police, CID and Addl. Director General of Police/Inspector General of Police, Economic Offences assist the DGP, CID in the supervision of investigation of the cases handed over to CID and also exercise control over the administration of the office of the CID. They supervise the work of the DIGP, CID and DIGP, EO and also oversee the investigation of various divisions of the CID by reviewing the progress of the investigation at various stages.  As per the Chief Office revised standing order No.704, the promotion of SDA/Typist and preparation of Gradation List of FDA/Stenographer and allotting the Range or Unit to them, comes under the purview of DGP, CID, Special Units and Economic Offences, Bengaluru pertaining to the following special units:

  1. Criminal Investigation Department
  2. Police Computer Wing
  3. Crime and Technical Services
  4. Directorate of Civil Rights Enforcement
  5. Forest Cell
  6. State Crime Records Bureau
  7. Finger Print Bureau
  8. Forensic Science Laboratory,

(iv) The DIGP, CID looks after the General Administration of CID, Economic Offences and CID Forest Cell. The DIGP, Economic Offences, supervises the investigation and Enquiries under the Economic Offences Wing. Both the DIGPs supervise the work of Superintendents of Police and other officers of the divisions under them. They guide the Investigating officers in investigation and also ensure expeditious and timely disposal of cases.

CID WING

This wing will be supervised by ADGP/IGP, CID and DIGP, CID and shall consist of the following divisions/units each headed by a Superintendent of Police.

It works under the direct supervision of ADGP/IGP, CID who is designated as the INTERPOL Liaison Officer.

This unit works under the direct supervision of ADGP/IGP, CID

  1. ADMINISTRATION DIVISION :

Headed by Superintendent of Police - 

(i) ADMINISTRATION (CADRE POSTS OF IPS) 

(ii) CRIMINAL INTELLIGENCE UNITS 

Located at Bengaluru, Mysuru, Kalaburgi, Davangere, Dharwad and Mangaluru with the objective of collection of actionable Criminal Intelligence in their jurisdiction and such criminal information to be shared with District police units and Commissionerates.

  1.   HOMICIDE AND BURGLARY DIVISION :

      3. SPECIAL ENQUIRIES DIVISION :

  1. ANTI-HUMAN TRAFFICKING UNIT :

ECONOMIC OFFENCES WING 

       It is supervised by ADGP/IGP, Economic Offences and DIGP, Economic Offences and consists of the following divisions each headed by a   Superintendent of Police.

  1. CYBER CRIME DIVISION: CADRE POST OF IPS :
  1. ECONOMIC OFFENCES DIVSION : 
  1. FINANCIAL INTELLIGENCE UNIT DIVISION :
  1. COUNTERFIET CURRENCY,ARMS, NARCOTICS AND IDOL DIVISION :

         This division investigates offences pertaining to :-

     5. CYBER TRAINING & RESEARCH DIVISION :  

      TRANSFER OF CASES TO CID AND THEIR ENTRUSTMENT :

      As the CID is an exclusive investigating agency, cases can be entrusted by Government of Karnataka, Director General and Inspector General of Police, Karnataka State and Hon’ble Supreme Court/High Court. Further, as per the Government Order cases of Police Custodial death are automatically taken up for investigation by the CID.

      The Director General of Police, CID will have overall discretion to re-allot such cases to any specific division where the investigation comes under the purview of more than one division. The Additional Director General of Police/ Inspector General of Police, CID and the Dy Inspector General of Police CID also have similar power.

 

(ii) DUTIES OF SUPERINTENDENT OF POLICE AND OTHER OFFICERS

(i) SUPERINTENDENT OF POLICE :

The Superintendent of Police in-charge of a division will be responsible for the proper and effective functioning of his division. He will see that the records and ocuments to be maintained are kept up-to-date.  The SP will personally supervise the progress of investigation, guide the investigation and submit all prescribed reports to his superiors. He will visit scenes of occurrence of crimes and guide the investigation. He will investigate the important cases personally. He should attend the courts in important trials/matters pertaining to his division.

(ii) Deputy Superintendent of Police :

Deputy Superintendent/Detective Deputy Superintendent/Asst. Superintendent of Police: He will assist the Superintendent of Police in the functioning of the division both in the office and in the field. He will be responsible to the Superintendent of Police for the investigation of the cases entrusted to him and the efficient working of his subordinate staff. He should attend the courts in important trials/matters pertaining to his division as directed by the SP or senior officers.

(iii) Police Inspectors :

Police Inspectors/Detective Inspectors:  He will assist the Superintendent of Police in the functioning of the division both in the office and in the field. He will be responsible to the Superintendent of Police for the investigation of the cases entrusted to him and the efficient working of his subordinate staff.  He should attend the courts in important trials/matters pertaining to his division as directed by the SP.

(iv) Detective Police Sub Inspectors :

(a) Detective Sub Inspectors will be appointed as per the Cadre and Recruitment Rules. They are all Post Graduates and they work only in CID. (50% of the candidates to be filled in by Degree in Law and remaining 50% of the candidates to be filled in by degree in Engineering / Technology recognized by AICTE or Master Degree in Computer Application).  They are all trained in Central Detective Training Institute (CDTI), Central Bureau of Investigation, (CBI) and National Investigation Agency (NIA).

(v) Asst. Police Sub Inspectors/Head Constables/Police Constables

While considering the posting of Assistant Sub Inspectors of Police and other ranks, the following general rules shall be followed:

The DIGP, CID / SPs will obtain the list of Asst. Police Sub Inspectors/Head Constables/Police Constables for posting to CID. Preference will be given to recipients of medals in investigation and detection.

(vi) OTHER OFFICERS OF C.I.D AND THEIR DUTIES.

(i) Legal Advisors :

Legal Advisors are posted to the Criminal Investigation Department by the Director of Prosecution to render legal assistance in the Investigation and prosecution of cases. All Investigating Officers and other Officers will meet them often and discuss their cases during the stage of investigation and will continue to consult them on legal matters till the final disposal of the cases. The Legal Advisors will render written opinion on any matter referred by the senior officers.

(ii) Auditors :

Senior and Junior Auditors are posted to the CID to assist the Investigating Officers in cases of fraud, misappropriation and other cases. They shall advice and assist in the auditing of the cases referred to them by the IOs and the senior officers.

(iii) Ministerial Staff :

The Ministerial staff will be under the overall control of the Deputy Inspector General of Police, CID and their work will be supervised by the Administrative Officer. Allocation and posting of Section Superintendents, First Division Assistants, Stenographers, Second Division Assistants, Typists and Dalayaths will be done by the DIGP, CID.

UPLOADING MOB CARDS :

As per the DG & IGP office order No: CRM-3/22/2021, dated:17.02.2022, the Police Commissioners, Range Inspectors General of Police and District Superintendents of Police (including SPs, KGF and Railways) have been directed to upload the  MOB cards opened by CID, of the criminals traced and  arrested by the CID Investigating officers in POLICE IT. The finger prints of these MOBs have to be uploaded in AFIS (Automated Finger Print Identification System) database also.  The same procedure is applicable for the MOB cards opened by CID Forest Cell also.

(vii) CID – Forest Cell :

With a view to taking effective steps to protect the existing valuable forest produce and to prevent the smuggling of the same, C.I.D. Forest Cell was established vide Mysore Government Order No. HD 221 PEG 72, dated 15th December, 1972. Depending on the local needs it was further augmented through the following Government Orders:

1) No. HD 164 PEG 73, dated 2nd April 1980.

2) No. HD 48 PEG 80, dated 2nd April 1980.

3) Karnataka Government Order No. HD 57 PEG 80 dated 7th October 1980.

4) Karnataka Government Order No. HD 57 PEG 80, dated 27th March 1983(providing KSRP platoons for Check posts).

5) Karnataka Government Order No. HD 253 POP 92, dated 16.12.1992.

6) Karnataka Government Order No. HD 172 POP 97(4), dated 03.02.1998.  

7) Subsequently, the Unit was re-organised and the jurisdiction of Forest Cell was expanded to cover all the districts of Karnataka State, vide Government Order No. HD 107 POP 2021, dated 12.08.2021 and dated: 25.08.2021. Forest cell is brought under the charge of an Inspector General of Police who works under the supervision of Director General of Police, CID, Special Units and Economic Offences, Bengaluru.   Since the Forest Cell is part of CID, the services of the CID Legal Advisor will be utilized. Presently there are 18 FMS’s covering all the revenue districts of the state.

 (i) FUNCTIONS :

The Inspector General of Police, Forest Cell supervises the FMSs and co-ordinates with the agencies involved in the prevention of smuggling of forest produce, especially sandalwood, rosewood, teakwood, other valuable timber species.  They also supervise the investigation of offences under the Wildlife Protection Act, 1972. 

Forest Cell will take up investigation of cases referred by the Government, Director General and Inspector General of Police and the Director General of Police, CID, pertaining to offences under Forest Acts and Wild Life Protection Act.

(ii) FOREST MOBILE SQUADS (FMS) :

The function of the Forest Mobile Squads is to collect intelligence about forest offenders/offences and take effective legal action against offenders and prevent theft and smuggling of valuable forest produce, as per the provisions of the various Forest Acts.  They should also effectively implement the provisions of the Wildlife Protection Act, 1972.

The 18 FMSs across the state will maintain close liaison with the Forest Officers of the district, pay surprise visits to the Forest Check Posts in their jurisdiction, scrutinize the entries in the Check Post Registers. Irregularities and omissions shall be reported to the concerned Conservator of Forests or Deputy Conservator of Forests through the Forest Cell supervisory officers.

The IGP, Forest Cell shall conduct Quarterly Review Meetings and submit report to the DGP, CID.
